That requires the government to be able to predict how much healthcare will be demanded, how much doctors will accept for employment and will require rationing when there is a higher demand then can be supply (which always happens when something is "free"). Government has no mechanism to know what it would be required to know in order to make your system work, and counting on a government to act in good faith towards it's citizens is usually a losing bet.
