**TL;DR Luna Lovegood is the best Harry Potter character because she represents those who are often overshadowed in school.**
I've always felt like Luna Lovegood is a really underappreciated character in the Harry Potter franchise. Unlike Hermione Granger, who is brainy, brave and highly ambitious, Luna Lovegood speaks to those who feel out of place, she is content with her status as a side character and doesn't try to stand out. Despite all of this, she is anything but normal and seems blissfully unaware of how unique she actually is.
Whereas Hermione prides herself on being the best at absolutely everything, which is partly due to her status as a muggle-born and therefore a desire to prove herself to wizarding society, Luna is intelligent without the need to prove herself to anyone. She is often mocked for her outlandish theories and remarks, but actually is a great asset to the order, and doesn't let others opinions stop her from being herself - she helps Harry discover the location of Ravenclaw's diadem, after all!
Overall, Luna Lovegood in my opinion is the best Harry Potter character because she represents kindness, creativity and uniqueness!

**TL;DR** - **Dobby is beacon of optimism throughout.**
When he first appears in the series in the second book, he comes across as a genuine character who looks to help others, even if the methods he uses may appear illogical and are potentially life-threatening (the rogue bludger for example). This continues throughout Dobby's time in the Harry Potter universe as he goes out of his way to help Harry, a trait that eventually leads to his death.
It is possible to read too much into a fictional universe, but there is something to be said for the fact that Dobby goes against the norm and becomes a free house elf. In simple terms, Dobby is a slave who obtains his freedom. This is made all the more satisfying since Dobby's former masters are the Malfoys, some of the easiest characters to dislike.
