This REALLY depends. You're almost never justified taking a luxury/convenience product (e.g. a TV). You also aren't justified to, say, steal a starving family's only loaf of bread (even if your family is also starving).
But if you're asking me, for example, if I would point police to a homeless man who stole what is clearly either food, water, necessary medicine, a simple blanket, etc? No. I wouldn't. I would not report such a person.
But I would TOTALLY report a homeless person going over and stealing something from another homeless person (again, still depending on several factors).

I could see fringe cases where you might be able to argue as much...
but if you're using parlia, absolutely not, lol...
The number of people where this might be justifiable is minimal compared to the number of people looking to justify their unwarranted entitlement.
