It would make sense to convey it as a percentage because there is more information and its still very easy for people to comprehend percentages.

Instead of informing me of the chances of rain, I wannt to know the likely amount of rain. It greatly annoys me that the weather forecasts think that a 100% chance of a gine mist is more severe weather than a 30% chance of a deluge. I barely want to know the odds of weather, I want to know what weather. If you can't tell me the odds that wetness will be a fine mist vs. It will be a downpour, don't jerk me around with the odds of seeing any wetness at all.
