Harsher than what? People who don't break the law? Who is giving sentences to people that don't break laws?

Harsher, no. More effective, yes. Sentencing time based off severity of crime determined by judge is an archaic model when we have plenty of slave drivers that would love additional hands to focus their energy on more productive labors of society. Over-punishing in my experience has led me to retaliate against my handlers more than repent which we are more likely to do when displaced to a more concise, orderly, and constructive environment.
